Last week Stan Norwalk sent out an urgent message to Wake County taxpayers urging their attendance at his swearing-in and the Wake County Commissioners meeting to follow. He also wants you to speak out.

We’re happy to help out Stan.


And we will be there to lend our support to Commissioners Bryan, Coble and Gurley.

However we’ll be bringing our own message, not the regurgitated one you and Wake School bureaucrats have peddled for so long.

This is only the opening salvo by Stan and his group of Wake School System bureaucrats to push for an
interlocal agreement that would raise property taxes by 67%. Those aren’t our words but those of Wake County Manager David Cooke.

Some short facts:

Wake County Manager David Cooke has asked that each department return funds to Wake County to accommodate revenue shortfalls. Wake County has asked the Wake County School System to return $5.7 million. Wake County has not singled out our schools. These are across the board cuts.

Once again our Wake School System leaders have resorted
to using our children as pawns in their political game – not unlike when they threatened to take away dental insurance earlier this year.

Del “chicken little” Buns has indicated he will attend and tell Wake Commissioners how he intends to use our children as political pawns to wrestle more money away from Wake taxpayers. I can only guess how Del will threaten the educational future of Wake County students to scare Wake County families.

Honestly Del, it is getting old and unbecoming of a serious debate concerning millions of dollars.

Beverly Clark has also suggested that the school system simply return $2.8 million in funds for student enrollment projections that never occurred – money the school system should not have in the first place! That’s not a cut.

Some points to consider:

Wake County School System bureaucrats have once again angered families with a bloated reassignment process to achieve diversity goals.

It is irresponsible to ask other county departments and county employees to suffer further cuts beyond those requested by Manager Cooke due to the poor planning and poor financial stewardship of the Wake County Public School System. Should law enforcement, parks or emergency management suffer?

It takes leadership Stan to say who will suffer since you want absolutely no cuts in the Wake County School System budget. You are no longer a political hack on the sidelines.

Our Wake County School System has ongoing problems with poor financial mismanagement.

HOW OFTEN DO YOU USE MASS TRANSIT? IN FACT HOW OFTEN DO THE OTHER MASS TRANSIT CHEERLEADERS ON THE RALEIGH CITY COUNCIL USE MASS TRANSIT? WE WOULD LOVE TO KNOW HOW MUCH YOU NOT ONLY BELIEVE IN MASS TRANSIT RELIGION BUT ALSO EXERCISE YOUR FAITH AS WELL.

RALEIGH: WASTE ON THE MOVE


So the City of Raleigh’s Arts Commission in partnership with CAT launched Art-On-The-Move on September 22, 2007. Photos from the News & Observer at the time featured City Councilman Russ Stephenson smashing a bottle of water on the side of a CAT bus (in the middle of the drought).

So where do Raleigh’s priorities stand as it relates to mass transit? Apparently more-so with decorating buses rather than decorating bus stops with benches and shelters.

According to the Raleigh Arts Commission, public funds are used for this project and the
honorariums paid for the project (12 at $1,000 a piece) come from public funds.

Other costs with the project include:

12 sets of bus wrap graphics, digital transfer with protective laminate: $7,168.32
Installation of 12 wraps, onsite at CAT: $4,560.00
Honorariums: $12,000
Total: $23,728.32

After making an inquiry with the City of Raleigh on bus stops, I received this timely and thorough response from Transit Administrator David Eatman:

The City of Raleigh has 1450 bus stops that are served daily by Capital Area Transit (CAT) buses. Of the 1450 stops 36 are currently equipped with shelters and 259 have benches available.

CAT currently has just over 100 stops that are without passenger amenities that meet the Raleigh Transit Authority policy for the placement of benches and shelters. The policy states that bus stops must have 25 boardings per day to qualify for a shelter and 10 boardings per day to qualify for a bench, this policy may be waived at locations used by seniors or persons with disabilities. With the obvious need for quality facilities that provide a safe and comfortable place for transit patrons, the Transit Program has embarked on an aggressive campaign to install these facilities as quickly as possible. This will result in the installation of approximately 40 new shelters and 75 new benches, some of which have already been completed.

In support of this effort, the transit program has submitted 20 engineered site plans to NCDOT in order to receive easements for the placement of our first round of shelters in Southeast and Southwest Raleigh. The majority of the bus stops meeting the passenger amenity standard lie within NCDOT right of way. Our next effort will concentrate on heavily utilized stops in North Raleigh, including Wake Forest Road and Capital Boulevard.


I could go on and on about the fact that apparently the bus service is so low that the stops don’t meet the low standards of 25 boardings per day for a shelter or 10 boardings for a bench.

Still what about the others that meet the guidelines that have been neglected for so long? The passion for benches sure doesn’t seem to match the fevered intensity to spend $14.8 million for City Plaza
– now does it?

Mayor Meeker is seeking a regressive sales tax increase and increased vehicle registration fees for you guessed it – more buses.

Is this really how we need to spend transit oriented funds? For artwork on grungy buses? Is that part of that great concept that makes Raleigh a “world-class city?”

Not as much money as this
Raleigh gem, but it sure does give it a run for the money.

Wake schools may have to lay off employees

RALEIGH - Wake County school leaders warned today that they may have to lay off employees and take money from the classroom to make up for more than $11 million in potential state and local funding cuts.
Wake Schools Superintendent Del Burns said the district will lose $5.5 million in state funding due to a shortfall in state revenues. This comes on top of a request by County Manager David Cooke for the schools to give up $5.7 million in local funds to help make up for a projected revenue shortfall of at least $17 million. (note: There has been no request by the BOC to ask WCPSS for a cut. At the last work session Tony Gurley suggested such a cut but the decision authorizing the County Manager to do so was delayed until Dec. 1)
Burns said they would do everything they could to minimize the impact of the cuts on the classroom and employees.
School board members asked Burns to draw up plans for how to cut the $11.2 million even as they bemoaned the consequences.â€Å“Services will be impacted,” said school board member Patti Head. â€Å“This will impact the classroom. I can’t imagine cutting that money out of a lean budget.”
School board member Lori Millberg added that having to make cuts that large usually means reducing employees.
Burns didn̢۪t provide specifics today on what could be cut.
Burns said he might not have specifics to give the school board until Dec. 16. But he said he̢۪ll share with county commissioners at their Dec. 1 meeting the kinds of cuts that might be made if the money is lost.
Wake, like other school districts in the country, is caught in the national economic downturn, which has government revenue.
â€Å“We have an obligation to recognize what’s going on around us and do some belt-tightening,” said school board member Ron Margiotta.
The school district will have no choice about making the state cuts. In fact, Burns said the schools likely will have to give back more than the $5.5 million identified by the state because Wake̢۪s student enrollment is less than expected.
But the school district may be able to work out a deal on the local cuts. Cooke has asked all county departments to cut 1.8 percent of their funding. (Those cuts have not yet been executed.)
If the school district and Wake Technical Community College don̢۪t give back 1.8 percent, county departments will have to take a deeper 4 percent cut. This could affect such key operations as the sheriff's office, EMS, and the 911 call center.
The commissioners have delayed taking any action until Dec. 1 when they could vote to take the money from the school system. At that meeting, Commmissioner-elect Stan Norwalk will be sworn in, giving Democrats a 4-3 majority on the county board.
School board member Beverley Clark suggested coming up with a a cut of less than $5.7 million. She pointed out how the school district can give back the $2.6 million to $2.8 million that staffers say will be saved from enrollment falling short.

A large show of support is needed to prevent the County's proposed cuts. Here are some arguments against any cuts by the County.
  • Per the NC DPI, WCPSS is 85th among the 115 NC school systems in expenditures for operating schools, i.e. for education. It spends less than the average NC school system. (This does not include construction.).
  • Over the last five years WCPSS's rank has fallen from 71st to 84th.
    Similarly, the rank of Wake County's contribution for education has declined from 13th to 17th.
  • During that period the average increase of NC's schools was 43%. WCPSS increased only 23%. Although the state and the county are responsible for this sorry record, other NC Counties are trying harder than Wake.
  • On a national basis, NC ranks 42nd among the states in support of K-12...$30,000 per classroom per year less than the national average. (Source: S&P's School Data Direct)..
  • The education gap (versus other states) is totally due to the County's contribution. The states contribution has been slightly above the national average.
  • Earlier this year the Wake BOC cut the BOE's operating budget request by $35 million. The County's contribution in recent years does not account for inflation - only growth.
  • This history of lack of support by the County has begun to affect academic performance...e.g. graduation rate and test scores.
  • Wake County has ample rainy day funds to deal with its <2%>

These downward trends have to stop! A four vote majority is needed to avoid any further cuts. That is by no means assured. Your support for WCPSS is needed at this critical point.

The BOC meeting will start at 2PM. The meeting is held in the 7th floor board room of the Court House I will be sworn in with the other newly elected commissioners shortly thereafter. (As ever, parking, security and the elevators will slow you down.)The public speaks out session starts at 3PM. I suggest you get there early and sign up.
